HELPING THE HELPERS
Recent legislation provides new tools to aid
resource families
Foster parents, known as resource families, were given
more rights by the passage of recent amendments in Pennsylvania.
Not only do they have
standing to adopt their foster children, but they can now also participate
fully in the Permanency Hearing by submitting a Report to the judge and
by attending and participating in the hearing. These amendments have a
non-retaliation provision so the parents can speak openly without fear
of retribution by DHS or CYS. This article appears in the Pennsylvania
Law Weekly, a statewide publication, and is duplicated on
